In the given existing system,first PWD publish the Districtwise work notice on their website.After publishing the notice the PWD arrange a meeting for Unemployed Engineers on a particular day which falls within the eight days from the notice was published.Unemployed Engineers can apply for work according to their district then PWD collect self declaration from Unemployed Engineers.On the day of meeting PWD verify self declaration and then allows Unemployed Engineers for meeting.PWD prepare a list of selected Unemployed Engineers which are present for meeting and make cheats of their name to select a lucky member.This process is completed in front of PWD Department member and all Unemployed Engineers. From all Unemployed Engineers, one particular Unemployed Engineers select one cheat from all cheats,this process is continued for each work.Selected lucky Unemployed Engineers visits the concerned work department and department provides allotment letter to Unemployed Engineers,this is how the existing system works.

The department currently works on traditional paper based system although it has adopted Information Technology in some of its working. However, it is felt that with use of latest technological advents such as Lottery System for Unemployed Engineers(SUBE) with the use of web service can significantly improve efficiency and manageability of department by providing visual representation and one-click access to latest Unemployed Engineers(SUBE) Lottery Information while making archived data available whenever required. To login in system UE have to register their Aadhaar Card No.,Email Address and Mobile No.,etc then system will provide thumb impression facility. The system will provide barcode system for every departmentwise work,when the work is completed PWD checks performance of UE then pass the bill. In OLS the UE can apply for lottery and can view the lottery result but UE is applicable for only three works and work cost should be under three lacs. PWD displays the notices, generate lottery from applicants those who are applied for particular works and also view all lottery reports. The system has following modules: a. Super admin [SE,PWD] b. Admin [ITCC] c. Subadmin [SE Tender Clerk] d. User [Sube]

The existing system is manual.so,there are some disadvantages of the system as follows: The politicians and other Public representatives interfere and pressurise PWD Department in the existing lottery system process. Because of this PWD department members faces many problems(Just like politicians interfere,social workers interfere,contractors interfere,etc.). The given system is manual so there is possiblity of corruption in the selection process of lucky member.
